Why must PHP safe mode be Off

PHP safe mode, although it can increase security in a virtual hosting server environment, also creates a number of restrictions that cause problems to site administration.
Server general configuration and defined users are in fact equally crucial.
An alternative security measure would be to use setting open_basedir, which restricts PHP access to other files on the system.
